Our History
AOC, based in Northern Virginia and founded in 1983, has supported over seventy (70) prime contracts across a wide range of government programs and facilities. American Operations Corporation is a Service-Disabled Veteran-Owned Small Business (SDVOSB). The company was formed in 1983 and is headquartered in Chantilly, Va.
AOC’s began in 1983 as a business development company that supported large businesses on strategic targets with proposal support, production and graphics, and the full range of turnkey capture management where the customer would locate in AOC’s facility and become part of AOC’s proposal team and execute the capture using processes unique to AOC. These capture efforts led to profitable contract wins of over $1 billion per year.
During the period of 1983 to 1999, AOC gained extensive contract win experience and honed its proposal processes and best practices to be adjustable to its client’s culture and needs. AOC was viewed as one of the experts in Government procurement policies and Government methodology in the evaluation of proposals.
In 1999, AOC structured itself to retain this commercial proposal support capability but began bidding small business procurements in its own name. The relationships gained in the earlier years with its proposal clients led to high value teaming arrangements where AOC would prime the procurements that were set aside for small businesses. One of the early lessons learned in winning contract procurements was the importance that past performance played in the grading of offerors’ proposals. As such, AOC developed a unique business model where it would form Limited Liability Companies (LLCs) where the member owners of the LLCs were entitled by SBA rules to contribute each member’s past performance and experience. This model, based on SBA rules, allows AOC to be very successful in winning a variety of scope area opportunities.
Today, AOC uses its LLCs to focus on four distinct work scope areas as follows: Intelligence, Surveillance, and Reconnaissance (ISR); IT, Telecommunications, and Cybersecurity; Logistics and Facilities Management; and Homeland Security and National Defense Solutions. In the majority of contracts won, AOC acts as the Managing Partner and provides all the back-office support such as finance and accounting, capture and proposal support, ISO, and other areas such as facilities and admin services.
